Establishment

The President’s Office, Planning and Investment (PO-PI) was established under the Establishment of the Minister’s Office (Amendment) Instrument, 2023, which was published in the Government Gazette under Government Notice No. 407A of 22^nd June 2023.

Functions

Pursuant to the Ministers (Assignment of Ministerial Functions) (Amendment) Notice, 2023, published in the Government Gazette under Government Notice No. 407B of 22nd June 2023, the President assigned specific functions to the President’s Office, Planning and Investment. Subsequently, through the Ministers (Assignment of Ministerial Functions) Notice, 2025, published in the Government Gazette under Government Notice No. 686 of 19^th December 2025, additional functions were assigned to the Office. The functions assigned to the office are as follows:

(a) Policies on Investment and Their Implementation;

(b) Promotion of Domestic and Foreign Investment;

(c) Business Environment Improvement;

(d) Private Sector Development;

(e) Planning Commission Affairs;

(f) Investment and Special Economic Zones Affairs;

(g) Public Investment Affairs;

(h) Coordination and Development of Industrial Parks, Estates, and Clusters;

(i)Export Processing;

(j) Export Promotion;

(k) International Organizations Relating to Investment;

(l) Follow-up of Poverty Alleviation Programmes in Various Sectors;

(m) Performance Improvement and Development of Human Resources under this Office; and

(n)Extra-Ministerial Departments, Parastatal Organizations, Agencies, Programs, and Projects under this Office.

Mandate

The President's Office, Planning and Investment is mandated to formulate and monitor implementation of Policies on Investment; Coordination of Promotion and Facilitation of both Domestic and Foreign Investment; Performance Improvement and Development of Human Resources under the Office; Coordinate International Organizations related to Investment; and Monitoring Performance of Extra Ministerial Departments, Parastatal Organisations, Agencies, Programmes and Projects under the Office including the Planning Commission affairs, Office of Treasury Registrar affairs, Tanzania Investment Centre affairs and Export Processing Zones Authority affairs.
